My phone weather app says it will be -11 degrees Celsius on December 19th and 9 degrees Celsius on December 21st.
Is this normal? Does it have to be this cold? I don't want this.

Minus 11 degrees are really not unusual, not almost extreme. The same applies to plus 9 degrees and a difference of 20 degrees in 48 hours.
You can send complaints to the weather god of your trust.
It’s normal and it’s already done, even quick mitigation.
So in my DWD app from the German weather service stand on 19.12 2°C| 5°C but you probably live further north
