Is this a scamer?

Hello, a few days ago, I was recommended a hacker on Instagram who can restore accounts. I contacted him and sorted everything out with him. I've already given him some money. He has my email address… However, I've only just realized that this is a scam. I looked at his pictures and posts and saw that they were all stolen.
