GTA San Andreas all airplanes drivable?

I recently bought the game GTA San Andreas for the PC. Since I didn't want to wait until I had unlocked the whole area, I used a cheat to fly to an airport, I think it's the one in the second area, to the left of Los Santos. There were lots of cool helicopters and airplanes there (see picture). But when I wanted to get into the airplane in the picture, CJ just shook the handle. I think that's supposed to mean that it's locked. But how can you fly it then? Or can you fly it at all? Is that maybe a bug? Many thanks in advance for your answers…

You have to do flight training first. P.S: Just drop a savegame.
Just enter Google: GTA San Andreas Savegame PC
It’s not because you don’t have training, but the city is still locked.
When the city is locked, you usually get a 5-star flagship level when you enter it.

The flight school comes when you buy the airfield in the desert. But if you’re constantly running a plane, you’ll also improve the flight kill, but it’ll take forever.
You have to have a bizarre percentage of the flight kills. Then get in the planes at San Fierro Airport!
