GTA crashes after a few seconds?

When I downloaded the game from Steam yesterday I got two notifications asking me what I should do, one from Steam and one about a private or public network. I didn't read it all but I rejected the second one and from then on GTA stopped starting. It starts off normally, the Rockstar logo appears and a few seconds later it crashes. I can't even get into the menu. I think it says in the event properties that the metadata keeps getting rejected because I rejected the permission before. Now it can't establish a connection. Do you know where you can change that? You would think that if you delete the game, clean it and reinstall it from Steam, then these two permissions would come up again. But it always just comes up from Steam. The second one didn't come and I've already checked whether anything was damaged during the download. Everything is clean and yes, my PC is capable of playing the game and all other games work, only GTA keeps getting rejected, even when I open it as an administrator. All drivers have been updated. The only thing I can think of that could be the problem is with the metadata in the display. Sorry for the lack of a full stop or comma. But I'm writing this on my mobile and thanks to everyone.
