Yeah.

If your CPU is too weak, enough data can not be sent to the GPU, which then has less to do.

Also it can be related to if you have a modern graphics card, but an old motherboard, then the PCIE slot can be a limiting factor. Similarly, it can be a hard drive where the data can not be read faster (but then it must be almost an HDD, SSD and M2 shouldn’t make any problems).

Or the game is generally not especially GPU-lasty, but only needs a lot of CPU power.
