Why do I have 2 GPUs and one of them is at 90% utilization?

Yes, the CPU is certainly a limitation, but it wouldn't be a huge problem if you want to use the GPU first and upgrade to a better CPU later. The RX 6600 is further limited by the motherboard's PCIe 3.0 port.
