Gmail no longer sends emails even though there is free storage space?

I have the following problem: My storage space was full, and when I received the notification, I deleted some things as instructed and am now at 35% of the 15GB of storage space. However, it still says I won't receive any more emails starting October 3rd. How can I change this?
Empty recycle bin.
And clean up at Drive.
