I plan to fly a cloud hopper (a small, single-seat hot air balloon) soon. Since I don't have a pilot's license, I would like to know if FAA Part 103 applies in Germany. This would allow me to fly the cloud hopper without a pilot's license (provided the aircraft has an empty weight of less than 70 kg).
