Is there a temporary disability card?

My father urgently needs to go to Turkey because my grandfather died. My father is severely disabled, which means he can't manage on his own. That's why he needs help from the staff. But Turkish Airlines says he needs a severely disabled person's pass. Unfortunately, it expired years ago and he hasn't reapplied for one. My question now is, can he get a temporary severely disabled person's pass until the pass arrives, or is there no such thing?
