Do variable message signs always apply in connection with traffic jams or construction sites?

Assuming there is no construction site visible here or instead of the construction site symbol there is a traffic jam, does this speed limit apply then?

No. The symbol only warns against traffic jams or a construction site. In some cases, this is only due to the danger of congestion. Then there has not been any congestion, but it should be avoided.

So no, you still have to stick to it.

Are you sure? In the case of sheet metal panels, the combination of danger signs + speed limit applies that the speed limit is raised as soon as the danger point is clearly terminated.

If that were the case, every car driver would have to decide when a traffic jam exists or what a construction site is. The speed limit is mandatory.

I agree.

But in order to have passed through the construction site, there must be a construction site.
If there’s a construction site and I’ve run through it, then I can go faster.

However, if there is no construction site at all, I can’t go through it in fact and can’t increase the speed. This means that if no construction site comes, it also has to wait the lifting shield or another speed shield.

Exactly. He doesn’t know when it starts. It can also be that it only begins in 3 kilometers. Then there’s got to be inherited 110. He’s allowed to drive fast again as soon as he’s been through it. But if no one comes at all, he can’t go through it and must wait for the next sign.

Yes, and the symbol 123 “construction site” is now a danger sign.

The construction site results from construction site markings, shut-off beacons and the like. It’s pretty easy to see when this is over. And this is certainly not easier for sheet metal panels than for billboards.
