Is the speed down when the throttle is out?

This depends on the type of throttling. In the case of small motorcycles, the following types of throttles are used, depending on the engine, and gear type:

  • Gas stop
  • Variomatik stop
  • Blind tube on exhaust
  • narrowing at the inlet and outlet
  • Electronic speed limitation by interruption of ignition spark or injection from a specific speed

Only in the case of the variomatic stop is the speed reduced at the same speed because the expansion is increased by removal. Variodrossels function very rabiat and basically technically extremely questionable: they limit the path that the cone discs can take. This is comparable to a car whose motor is in the highest tones because you have locked a few upper gears.
