I was cut as a ten-year-old. My Frenulum was removed. It was explained to me in advance how I learned it later in my studies and now explain to my pre-pubertarian patients and their parents:
The Frenulum has no function on the cut penis anymore. Due to the tighter skin on the shaft, erection is more likely to tear the ribbon. When an adult penis is trimmed, the amount of skin required for sufficient coverage of the erected shaft is better to estimate than with a prepube boy whose penis still grows without the later length being predictable. Therefore, prepubertary circumcisions should include as much a frenulectomy as possible, while they can also be omitted on request from adults.
