Hello, you're only allowed to order 10 small packs from abroad. Can't I simply place a second order afterward and split, say, 20 bottles into two orders? I've read through some texts and haven't seen any restrictions on how often you can place orders from abroad.

Hello, you can only order small packages from abroad. No… you can order as much as you want and then you have to tax them. The 10 small packages or max. 1 liters apply ONLY for personal import and not if you can send it.
But who controls this? There is no customs within the EU. Or am I wrong? If I order something from the Netherlands, there’s no one who stops and controls a postal car. Or am I wrong?
You can order as much and as often as you like, but have to tax the products, as since February the tax stamp law applies. The brand must, of course, comply with the German regulations on age testing during dispatch and product labelling. Depending on the country you will also find German online shops selling steam products and disposable products with free shipping outside Germany.
