FPS drop or sometimes not?

Hello, my AMD software says 120 to 130 fps average. However, when I set it to 120 fps, it still drops. I have an Rx 6400. I know it's not good, but it's sufficient. But for a few days, I had my fps consistently, and now it's not again.
