Found Air Pods, inform owner?

Hey crowd. A few weeks ago, some AirPods were found at work. They've been sitting in a drawer for some time now. I'd like to offer the owner a chance to find them. Since I don't own an iPhone, I'd like to learn more about this topic.

1. Idea: The pods can only be found by the owner if they are actively connected to an iPhone?!

2nd idea: I activate it via an iPhone and wait to see if the owner tries to find it via "where is"?!

3rd idea: Lost and found etc. won't help because they've been lying around for ages and the lost and found office is doing absolutely nothing to activate them?!

Do you have any best practices or other ideas for returning the pods to the owner?
