With some skill, yes. There are firmly screwable, battery-operated front lights. At the back you can prevent an adhesive from pulling the back light. It becomes more difficult to change the battery.

A dynamo for power generation could not be installed or only very expensive. You needed a new front wheel.

Why the effort? No, I recommend a normal set of battery lights for this wheel, where you can take off the lights so that they are not stolen. They’re not expensive.
