In principle, it is not prohibited to bring F2 fireworks to Germany all year round. For almost all shops from e.g. Poland and the Czech Republic is the problem that they do not send as dangerous goods, so it is nevertheless illegal. In my knowledge, there are a few shops in Austria that send legally to Germany, however, the shipping costs about 60€ and the articles are not really cheap in Austria.

But you live in NRW, how about driving to Belgium? I know someone who does this regularly and completely open is actually not a problem in compliance with the maximum quantity and possible F2 restrictions in Germany.
