In my knowledge, there are a few shops in Austria that send legally to Germany, however, the shipping costs about 60€ and the articles are not really cheap in Austria.
But you live in NRW, how about driving to Belgium? I know someone who does this regularly and completely open is actually not a problem in compliance with the maximum quantity and possible F2 restrictions in Germany.
