Riding a bicycle/e-bike/s-pedelec in Germany vs. the Netherlands?

Why are bicycles/e-bikes/speed pedelecs more popular in the Netherlands than in Germany? Does this result in significant CO2 savings?

In Switzerland, S-Ped is at least 10 x more frequent. You can drive on the bike path and also take the SBB train. Not with us

Holland is flatter. Switzerland has many mountains

You can’t drive the S-Ped in the forest.

Then you can get back money via the THG quota via a voluntary admission also the S-Ped. with a large license plate.

Since the 1980s the car has no longer been regarded as a primary means of transport in the Netherlands, and so the infrastructure has been more geared towards the needs of cycling and pedestrian transport. This allows you to reach your goals very comfortably and quickly by bike, especially in cities, and it is correspondingly attractive to drive by bike.

There is more headwind in the Netherlands.
