This depends on the railway company and the region.

The Deutsche Bahn has e.g. long-distance traffic in northern Germany has been temporarily completely shut down, e.g. the north-west railway set traffic on all lines.

More detailed information is available on https://www.bahn.de/service/fahrplaene/currentin the travel destination https://www.bahn.de/service/fahrplaene/reiseauskunft and for the various railway companies (it is too many to list them individually).
