Facebook/Insta reels public?

My Facebook reels and Instagram reels are public. However, only my "friends" or followers like my reels. Why don't other people like my reels?

Do they even see them?

I can't imagine that with 1,000 views, no one outside of my reels will comment. Anyone have any ideas?
