Extreme noise pollution from chain-smoking tenants? How can I reduce the noise?

I moved into an apartment in a building with several apartments. At first everything wasn't so bad.

But for several weeks now, there has been a new tenant who lives directly below my apartment.

So it's just one person who lives in the same building, directly in the apartment below me, and the apartments are almost identical.

(This apartment of mine is just an ordinary apartment, which was not designed for several people, but the space is just enough for 1 person.

1a.) Although the apartment is not intended for more than 1 person due to its size, several different people live in this much too small apartment, it is estimated that around 4-5 people live in this apartment in some way or other or stay there several times a week, at least the apartment is permanently occupied by at least 2 people who discuss things almost constantly so loudly that you can clearly hear what is going on.

2a.) Practically every day, extreme noise comes from the apartment.

a.) Extremely loud smoker's cough, not just once a day, but the person coughs every 10 minutes, at least 60-80 coughing attacks, without a tissue or other aid to reduce the volume.

b.) 2-3 times per week, 1-2 hour long debates

The shouting is so loud that you can hear the words clearly.

c.) As soon as the people are in the apartment, there are discussions among the residents which are so loud that one is also drastically disturbed, the discussions are so loud that the other person on the end of the phone can still hear them.

d.) All activities usually last well beyond 1 a.m.

e.) Even though there is a strict ban on keeping animals, you can still hear this typical barking about 10-15 times a week, which everyone has probably heard before, from these annoying dogs that are as big as cats, are not trained by their owners and, outside, bark aggressively at every other dog, even if it is more than 500 times their size.

Since I cannot leave the apartment at the moment because it is difficult to find anything, I have the following questions.

1.) As mentioned, the noise level is so high that the person on the other end of the line can still hear it.

Can I do something with this in terms of craftsmanship?

Is there any way to do something about the floor? All the noise is coming from the apartment below me.

I've already looked into insulation, but is it possible to reduce the noise from below as well?

I lived in another apartment before and couldn't have imagined that it was even possible to hear so much noise from an apartment below.

I always thought that noise penetrates downwards and not upwards.

2.) If anyone has a similar experience:

Is it quieter in the attic than in the apartments below? I have always lived in attic apartments because I thought that there would be less noticeable traffic noise. I am not bothered by traffic anyway, the extreme noise comes from the apartment below me.

Should you live on the top floor, or is the second to last better if, for example, it is particularly important to eliminate sources of noise.

3.) Perhaps someone has ideas as to what could be done. I rarely hear anything from the tenant next door, but the one directly below me coughs so loudly and without consideration at least every day that it is more of a nuisance than if a construction worker starts up his chainsaw etc. a few times a day for 10 minutes.

The noise pollution is permanent because the person is not sick, but coughs almost continuously due to smoking. They smoke what feels like 100 cigarettes a day and for every puff, there is a cough later on.

PS: Please do not give any advice regarding contact with the troublemakers, as they are highly aggressive and clearly in the majority.
