External hard drive not recognized?

I have a Seagate SRD0NF1 as an external USB hard drive.
If I plug it into a Windows 11 device, it's not recognized. It's recognized in Device Manager, but unfortunately, I can't see it in Disk Management. I then connected it to my server (proxmox), and I can see it and mount it. Using cfdisk, I can see that it's running NTFS and can also partition it. Unfortunately, I can only create ext4 partitions, which doesn't help much.
Hence my question: How do I get it to work on Windows? Also, what went wrong here, and how do I fix it? Unfortunately, I haven't found any simple software for Windows that displays ext4 drives…
The problem has been solved
I don’t know what it was, I guess the NTFS drivers had a problem.
I made the board with gparted completely plated and then created a partition with NTFS.
Now the drive is detected in Windows 11.
Try with power supply.
What does the power supply have to do with it now? You have to explain this more precisely:)
It is fitted with a Micro-B -> USB-A on the device. I don’t suspect any problems at the cable, it’s finally recognized. I also exclude drivers, otherwise the device manager would be the exclamation mark.
