Exempt from broadcasting fee?

Good Morning,

I receive student loans (BAföG) and can therefore be exempt from paying the broadcasting fee. I have to apply by letter. But the public broadcasters don't say anywhere how to do this. Does anyone have experience with this? Where should I send the application?
