Excel Watchlist help?

Hello, I need help from someone who knows Excel better than I do. I'm currently learning Excel by using series and movie ratings, and so far everything has been self-explanatory. But now I'd like to set it up so that the progress in row B is automatically displayed as a percentage in row C. And then, as I saw on TikTok, the percentage is symbolized as the background of the box with a green bar filling it in. I need help with all of this, though, because I have no idea what to do.
