Telegram says "recording voice message…" but no voice message is received, why?

When I'm in a Telegram chat, it often says "recording voice message" next to the image, but I don't receive a voice message. Does that mean the person didn't send the message or deleted it immediately? Or are they currently recording a message in another chat, and I'm still seeing it? Thanks for your answers…

I booked flights over the phone and received an email with an attachment. Is this the entire flight ticket? I'm not quite sure what's going on. Does anyone have any experience with this?
