"Ice cream parlor next to McDonald's" – Is a restaurant even allowed to call itself that? And does it actually make sense?

If McDonalds has nothing against use, it would be possible.

It is not meaningful, however, because if an ice cream cafe, in addition to McDonald’s, does not have its own name but only calls itself ice cream cafe next to McDonald’s, then it is more of a total infallibility.

But I don’t think there’s something like that that that an ice cream cafe is officially crying.

Probably it will have its own name, but if it happens to be next to a McDonalds, many people still say ice cream cafe next to McDonalds.

Yes, there are certain preconditions for how to name a business/local, but that is relatively manageable. In this case, it may seem strange, but it makes sure that it stays in the head. The attention has the place.
