No, these are two basically different models.
Netflix is a streaming provider with subscription model. As long as you have an active subscription, you can use the media offered. But you don’t get them.
Steam, on the other hand, acts as a sales platform. If you buy something there, you can also use it even if it is no longer offered on Steam. Of course you didn’t uninstall it. The download is then logically no longer possible.
