How to build a portable "strobe light"?

Hello, dear technology community, I have a few questions. I want to attach a light to an outdoor speaker that always lights up with the bass. It should have its own battery. My budget is very large.

Now I wanted to ask how I could build something like that, or whether I could buy parts like that and what they would be called, i.e. what I would have to look for.
