Am I (15) allowed to ride an e-scooter that goes 48 km/h in public if I can choose between a maximum speed of 4 km/h, 20 km/h and 48 km/h?

Heute also ich con der Arbeit kam lief Benzin vom Moped aus kurze zeit später kam ich zu dem entschluss dass das Benzin von der Kupplung/Lichtmaschine ausläuft wo eigentlich kein Benzin sein sollte Moped war immer dicht und nichts lief aus undjt auf einmal woher könnte es kommen und wieso??

The holder for the insurance sticker on my e-scooter has fallen off, but I don't have time to repair it at short notice. Can I continue riding the e-scooter if I just have it with me?
