Shouldn't the flashlight be charged after sufficient cranking and be able to be used simply by pressing a button?

Only if it has a battery the power stores there is also power without cranks. There are those with battery and those without. With the latter there is only electricity as long as you crank.
No, you have to keep cranking. Otherwise the flow of electricity stops.
