Dubai WhatsApp and phone calls?

Hello, I heard WhatsApp isn't working properly in Dubai. As far as I understand, you can still send messages and voice messages normally, but you can't make calls on WhatsApp. Is that true?

And if I want to make a phone call now, what is the best option to avoid paying expensive international charges?

When you land in Dubai, a SIM card is already turned by you at the pass control i.d.R., otherwise you can purchase the same at stands behind passport control. Similar is also available from Etisalat. In both cases, you can purchase corresponding tourist tariffs that have a corresponding quota of call minutes abroad.
