Reseller rents the connections, e.g. DSL from Deutsche Telekom and get used for this monthly ~15€
Is something defective at the connection… You give the reseller that, who makes a message to e.g. Deutsche Telekom and then send out some technicians who take care of it, for the proceder that have up to 14 days after the contracts…

In this case, the lines are owned by Deutsche Telekom until your home, so Deutsche Telekom is also responsible. And no, providers have lost nothing…

This means that every provider has to notify Deutsche Telekom that a technician commissioned by Deutsche Telekom will pass.

However, unofficially, it usually takes a little longer because of course Deutsche Telekom prefers its own customers and then only the provider customers in a sequence that corresponds to the size of the company (Provider)…

Secured knowledge, or guess?

During my active time at Deutsche Telekom, it was so that SLAs (Service Level Agreements) were defined in the contracts with such companies, which had to be adhered to in the most appropriate way to avoid penal demands.

the latter. The DSL infrastructure has no access. If something has to be done, they will order Deutsche Telekom to send a technician to the first installation.
