Drying laundry outside in high humidity and wind?

I've read that it's best to dry laundry outside when the humidity is between 40-60% and it's a bit windy. Could you also dry laundry outside at 70% humidity?
Until now, I've always dried my load in my small apartment, and that took about 3-4 days, which is why the laundry smelled very musty at the end.
Is it better to dry clothes outside in the warmer air in the fall, or to dry them indoors in the warmth with occasional quick airing? I've struggled with the unpleasant smell of my clothes for a long time and would like to avoid this in the future.

As long as the humidity is below 100%, it becomes dry. In the apartment we put a fan next to the dry stand and often ventilate.
If you have the option, you can heat the room for a short time and naturally ventilate. It helps.
We bought an electric dehumidifier with tumble dryer function (there he runs with more power) and it works super in our anyway damp apartment. With us the laundry also smelled too fashionable in winter.
It’s nicer to smell the laundry when you dry it out. At higher humidity, it only takes a little longer.

We have a drying room in the basement for all parties, but still I dry the laundry if somehow possible outside. It has a completely different quality after that!

I’m trying. Above our balcony is the balcony of neighbors, so I hang out the laundry even when it rains.
