Just think logically.

If you have hand luggage and checked baggage: where are things that can cut? Right, in the checked baggage.

A razor with safety blades usually goes through the hand baggage, but why a discussion risk?

Hand luggage it is weapon and could be removed from control

The razor must go to the air baggage. For safety reasons, they will most likely remove it from the hand luggage, as it is an object with sharp blades.
