This means that you can access your hard drive or SSD. This LED is therefore a status or Information LED. If the LED is still running up 1 minute later permanently on lighting (not flickering, etc., but is continuous on lighting) the display that you use either a HDD as a Windows disk, or your Windows is quite covered or you have many autostart programs active.
Here I would not install my Windows on a SSD case already happened. If there is no: about 480-512GB SSDs for under 30€ & give your PC a proper performance boost in everyday tasks.
If present & installed on such: Unnecessary autostart programs disable & if necessary Windows reinstall.
