Do you need a license for TETRA radio?

The Tetra digital radio standard not only replaces the classic BOS radio, but also the company radio.
Licenses were required for both – except for Motorola's "Freenet", which was officially for commercial radio in the 2-meter band, but was available as a free radio application for everyone – similar to the (actually free) PMR, but with a longer range, especially in built-up areas.
What about TETRA? Can I simply buy a radio and get started (outside of the BOS groups, of course)? Or do I also need a license to operate it?

Not “Tetra” replaces the “classic BOS radio” – but the digital TETRA-25 standard was introduced as TETRA-BOS to replace the analog BOS radio to 4-, 2- and 0.7-meters.
The “licences” are also not correct. As a member of an authority and organization with security tasks, you must officially use the analog BOS radio, a “Sprechfunkprodukt”. In order to be able to use TETRA-BOS, you need a training, written proof of the training carried out and a signed confidentiality obligation.
As an aid organisation which wants to participate in the TETRA-BOS, it is possible to prove which user group is to be consulted and to apply for the corresponding safety cards with which the TETRA-BOS radio devices are operated.
As a civilian operator of a TETRA-25 or TETRAPOL radio network (then it has nothing more with TETRA-BOS) a frequency allocation is given to the Federal Network Agency.
The “FreeNet” may have been pushed through by Motorola – but has nothing to do with TETRA primarily. FreeNet is now a free radio application for JEDERMANN, which is only permitted in the Federal Republic of Germany, on 149 MHz (1 Watt EIRP, any antennas) and has NOT MORE to do with Motorola and still nothing with TETRA etc.
In the FreeNet-Jedermann radio application, devices with analog and digital modulation can be used on 6 channels and devices with digital modulation can be used exclusively on 12 channels (different frequencies).
Back to TETRA-25:
JEDER may purchase a corresponding device. There is neither a ban nor any restriction here. Everyone must also have such a device.
To participate in the TETRA-BOS network, a security card is required which is issued by the authorized body on request and proof (which BOS). You don’t need a license.
To participate in a private TETRA-NETZ, a security card is required, which is issued by the network operator (e.g. FFM Airport or Berlin Transport Companies). You don’t need a license.
For the use of TETRA in the field of amateur radio, you need an approval to participate in the amateur radio service and a corresponding code plug for the use of the TETRA converters – which, however, are rarely encountered due to the language quality which is poor for amateur radio conditions.
Say: No one needs a license for anything.
