Hello, I recently built my gaming PC. I'm just not sure if the CPU cooler and the two fans were installed correctly. I installed the CPU fans so that they blow outside air from both sides into the CPU cooler. Is that correct? I'm asking to be sure.

DX versions are compatible with each other up to a “knowledge degree”. The problem is that each hardware component should also be compatible with all DX drivers.
Until DX10, the complete library of all DX drivers has always been included with each upgrade, making the versions compatible with each other. However, this practice was abolished in favour of “web-based driver update”. Now only the DX drivers that match existing hardware are installed.
If an application (one game) needs a specific DX version, it will be consulted when installing the game. The DX version is then always started, which is specified in the programming code of the game.
This explains why multiple DX versions can be installed on a Windows system, and also why DX11 is launched every time.
