Deutsche Post customs fee?

I just received a text message from a +33 number, according to Google that's France.

It stated that a customs fee of €2.99 had been charged for a package. A link was included (I'm obviously not going to click on it), but I'm more interested in what could be causing this. I did order something yesterday, but I had already paid for it, and I can track the shipment. It was from About You Clothing.

The link also says "deutschpost" and not deutsche-post

is or could this be fraud?

In the past, you could (accidentally) remove stamps that had not been canceled from a letter and use them again. For some time now, however, postage stamps have had QR codes. Can they still be recycled?

I want to send a DIN A4 letter that weighs a total of 45g (according to the kitchen scale). The internet says that shipping DIN A4 envelopes worldwide costs €3.70. I want to send this letter to England… will it cost more if the letter weighs 45g?

And it's already with Hermes? But when I go to Hermes tracking, it says for the last 1-2 days: "THE SHIPMENT IS BEING FORWARDED TO HERMES!" WHAT DOES THAT MEAN? AND WHEN WILL THE NEW STATUS BE AVAILABLE?
