Deutsche Bahn ticket on the nightjet öbb?

Can I use an ÖBB Nightjet if my German ICE train is completely cancelled and that would be the next connection?

You should ask Nigth Jet.

Some nightjets run a seat car part with their own train number as German Intercity, in this case it is clear: Yes.

Otherwise, ÖBB does not have a duty to stop you.
