Decency measurement on the motorway without speed cameras?

Hello, I was on the motorway today and drove too close to someone who was driving along at 100 km/h on the open motorway and wanted to overtake two lorries. (He simply pulled in in front of me). After 700-800 m there was a device on the bridge that looked like a distance meter. It was on the left-hand side and designed for the two lanes. The strange thing was that there was no other device below that could take a photo of me. Normally I know that there is also a device below for taking photos so that you can get the person in the picture. 3-4 km further on there was another device on the bridge, exactly the same only this time with a cable hanging down to another device which in this case can take a photo of the person in the car. The question is, do you think they were there when it was set up? Is the fine legal without a photo? Could it be something else?

No man knows the structure of this measuring device. Possibly, photos were taken on the bridge by a person.

What is against it, even on a free highway ‘only’ 100km/want to drive? After 700 – 800m, you should have managed to restore the safety distance.

The images are regularly made of bridges – and the distance is determined on the basis of special road markings or also the length and distances of the lines on the roadway.
