Both times “that.”

You can find out with the following rule.

You only write “that” with a s if you can replace it with these words: that which, this.

Example:

The animal I saw is dangerous.

The animal I saw is dangerous.

The animal I saw is dangerous.

Both times “that” and before each a comma. And it says “But you laying You’re stuck on it…”

And the reason is simple that it is a conjunction that follows a side sentence that explains the predicate in the main sentence. The relative pronoun, that always refers to a noun/nomen. The first is a conjunction, connects sentences, the second is an attribute that explains one thing or person closer.
