Fixed attachments to the outside facade of a rental house are usually always in advance with request to declare consent with the landlord if something is to be drilled or glued.

I don’t know the exact conditions, but on a balcony, railing or a window sim could always be alternative options with clamping instead of borehole.

You have to ask the landlord. It could be with a private landlord. In a big society probably not.
