Can the entire wages be garnished?

I have some debts, but I can't pay them all at once, so I've agreed to pay in installments with my creditors. Now the problem is that I have to pay €2,500 to one creditor, and they won't agree to pay in installments. My entire monthly salary of €1,400 has been garnished, and I can no longer pay my rent or groceries.
I am with Postbank and have an account there that is protected from garnishment, and there you are allowed to have an allowance of €1,400.
I have always been of the opinion that this is also the case with wage garnishment, that one can have an allowance at one's disposal.
