No, that’s not happening.

Because you close the liability insurance for the car, not for a driver.

But you get a discount when you limit the circle of possible drivers. If someone else is on the tax, you are in breach of contract with regard to this point and the insurance can cancel the discount retroactively, which subsequently means a higher insurance rate and corresponding claims.
