If the walkway is wide enough, you can push your bike over the walkway. As a rule, this is also handled.

However, if you impede other pedestrians with the wheel, according to StVO you have to get on the road.

ยง 25 para. 2 StVO: pedestrians carrying vehicles or bulky objects must use the road if they would significantly impede the other pedestrians on the walkway or on the side strip. If pedestrians carrying vehicles use the roadway, they must go at the right edge of the roadway; before turning to the left, they must not be left.

If a walkway is so narrow that other pedestrians would have to avoid the road to pass, e.g.

As long as you push something, you can basically use the walkway.
