Yes, he may pixelate the areas not lying on his plot

For this reason, cameras or recording software can limit these areas.

the camera can hardly be “see”

Is that knowledge or presumption? Because even with a wide-angle camera that is 3, far away, I can make good recordings.

Then put your neighbour in a nice letterbox and remind him that he must observe the following legal situations in his supervision.

  • Basic right of free personality development (Art. 2 para. 1 i.V.m. Art. 1 para. 1 GG)
  • Right to informational self-determination (BVerfG, judgment of 15.12.1983 [1 BvR 209, 269, 362, 420, 440, 484/83])
  • Right to own image (§ 22ff. ArtUrhG)
  • General Data Protection Regulation (GDPR): Regulation of the European Union on the processing of personal data
  • Federal Data Protection Act (precises and supplements the GDPR in the bodies that are left to national regulations of the EU states)
  • Criminal Code (e.g. § 201a StGB)
  • National data protection laws (Art. 21a BayDSG, §29b DSG NRW, § 33 SächsDSG etc.)

under “Information from the federal states on video surveillance” there is also a link to a court ruling as well as to two info brochures, which I would print and teach him.
