high utilisation is not bad. This shows that the system is neatly required and is not oversized. Hold also annoying, as the power limit is reached.
Temperatures are more important in the utilization. As long as everything remains below 85°C, everything is fine.

Don’t worry, your CPU should be 100% and your GPU at about 70%, you have n Bottleneck. But if you can shock without problems, everything is okay.

If you still have problems like FPS breaks in, it is possible to fix the whole by changing a CPU.
