For example, if you get a piercing at 16 and have your parents' ID and have forged your consent, what consequences will this have?

If the studio notices that it is a fake they will not accept it or ask questions.
Otherwise, there are probably no real consequences.
A parental consent form isn't a real document like an employment contract, a car purchase agreement, a will, or a certificate. Only those are real documents. Furthermore, it doesn't create any financial advantage for you, and no one else suffers any financial disadvantage.
You are of criminal age and forgery is punishable under §267 StGB
