I assume the Mikrotik should have 192.168.42.254/24? You do this via IP>Addresses>+>. Enter the IP in CIDR notation and select the interface on which the IP should run (e.g., ether1).
However, the router won't route yet, since you haven't defined a default gateway (or other subnets). Does the DC handle things like DHCP or DNS (could the Mikrotik do that too)?

You access the router via Winbox by either connecting a LAN cable from the router directly to your computer or via a switch. In Winbox, open the "Neighbors" tab; the router should appear there. The default user is "admin" and there's no password.
