Commuter allowance in Austria?

the following case applies:

I'll start work in about two weeks. I'll be working in an office position with a flexitime model (6:00 am to 7:00 pm and core hours from 9:00 am to 3:00 pm).
If I enter into the commuter calculator that I start work at 6:00 am, I would get the large flat rate. However, if I enter that I start work at 8:00 am, for example, I would only get the small flat rate.

Which time should I choose now, because I probably won't have a fixed start time for work.

My second question is: Is it better to apply for the commuter allowance via tax equalization (ie via FinanzOnline) or should I submit the form directly to the HR department?

(I'm from Austria, so please only answer from Austrians or people familiar with Austrian law.)

Well, when you really come (in cut, about). I don't think you'll have all the different times. It is enough if the "most expensive" time is reached on 11 calendar days per month, plausible.

In tax compensation you get it only after that, the employer will be charged with the monthly payout.

This is always a bit difficult on GF. You can often ask such questions yourself by looking at BMF tax book on the other hand, the AK can also be helpful.
